South Ilford Parking Scheme - Further Consultation

Overview

Thank you to those that responded to our earlier parking consultation that closed on 22 February 2019. The results of that consultation have now been carefully considered and this shows that overall opinion from the area east of Ilford Lane is different to local opinion from the areas north and west of Ilford Lane.

Areas north and west of Ilford Lane

Of those that responded to our parking consultation from areas north and west of Ilford Lane, 51% of respondents said they were in favour of permit parking controls with the most preferred operating times being 8.30am to 6.30pm, Monday to Sunday. 45% of respondents did not support such controls while a further 4% did not know either way.

As a result, permit parking will be introduced throughout the north and west areas. All permit parking controls will operate from 8.30am to 6.30pm, Monday to Sunday (this will also apply to all existing permit parking areas in the Ilford Zone A).

In order to protect the turnover of parking spaces for visitors to Ilford Lane on Sundays, it has further been agreed that all existing and proposed pay & display parking in the vicinity of Ilford Lane will also operate from 8.30am to 6.30pm, Monday to Sunday.

Area east of Ilford Lane

Of those that responded to our parking consultation from the area east of Ilford Lane, the majority of respondents (73%) said they were not in favour of new permit parking controls. It has therefore been agreed to respect the majority view of these respondents and no permit parking controls are currently proposed in this area east of Ilford Lane. 

However, when permit parking is introduced in the surrounding roads, it is very likely that this area east of Ilford Lane will suffer from the negative effects of displaced parking. The effects of this displacement could include:

  • Any existing parking bays in your road will continue to be used by drivers living outside the area
  • Any existing single yellow lines will continue to prevent local residents and their visitors from parking on the road near their homes
  • Commuter vehicles will get displaced into your road from those areas that do become controlled
  • Residential vehicles will get displaced into your road from those areas that do become controlled e.g. where residents seek to avoid buying permits for any vehicles that are used less frequently
  • Visitors to Ilford Lane that look for free parking will become more common in your road, especially on Sundays
  • Competition between drivers over available on-street parking space will increase
  • Road traffic and local air pollution levels will increase in your road as drivers spend more time looking for available parking space
  • Parking spaces will become occupied for longer periods as drivers fear moving their vehicle and not having somewhere to park when they return

Why We Are Consulting

We appreciate that local residents and businesses east of Ilford Lane will have concerns about the impact the new parking controls in the north and west of Ilford Lane will have on their road. Therefore, with knowledge of the outcome of the previous consultation exercise, we feel that it is fair that those living or working in the area east of Ilford Lane are given an additional opportunity to have their say on parking in their road.
