Overview

This consultation sets out details of a proposal relating to the removal of the Physical Disability Additionally Resourced Provision (ARP) at Seven Kings School, for pupils with an Education, Health and Care Plan (EHCP). 

Seven Kings School is an All-through Community School, which accommodates children from Year R to Year 13. The school has an overall capacity of 1620 pupils. The current number on roll is 1981; 480 primary,902 secondary and 480 6th Form. By September 2021 when the primary campus reaches capacity, the overall school roll number will be approximately 2221.  On the secondary campus (to which this proposal relates), the school has a Published Admission Number (PAN) of 180 and admits up to this number each year into its Year 7. 

Seven Kings School incorporates a Physical Disability (PD) ARP as part of its main roll, which is the focus of this consultation. The London Borough of Redbridge currently commissions 15 full-time places across Year 7 to Year 13, for children with physical disabilities. At present, six pupils have been placed at the unit with associated local authority top-up funding; five funded by the London Borough of Redbridge and one pupil from out of Borough. Seven Kings also enables a further 8 PD students to use the provision, who are funded at the mainstream top up rates. As such, there are currently 14 PD students using the provision of which 9 are out of catchment, 2 are out of borough and the remaining 3 are in the catchment. 

Why We Are Consulting

The London Borough of Redbridge is proposing to remove the Physical Disability ARP at Seven Kings School. If approved, the plan is to formally cease admission to the Seven Kings Physical Disability ARP from 31 August 2020. Thereafter, all students currently registered at the provision will continue to be registered until they leave the school, but no further students will be so registered. As such, it is expected that, at the latest, the ARP should fully cease operation on 31 August 2026 (i.e. the date at which a student starting in Year 7 in the 2019/20 academic year could feasibly last leave the school).
